The case against Manchester City, 115 charges of alleged financial rule‑breaking, remains one of the most significant legal disputes in English football history. With the alleged misconduct dating back more than 15 years, the fate of the club now hangs on the decision of an independent panel. The penalties at stake range from fines and points deductions to the very real threat of relegation or expulsion — a prospect that could fundamentally reshape the landscape of the Premier League.

What are the charges?

In February 2023, the Premier League formally charged Manchester City with 115 alleged breaches of its financial regulations.

The charges fall into five main categories:

  • 54 counts of failing to provide accurate financial information during the seasons from 2009‑10 through 2017‑18.
  • 14 counts of failing to properly report payments made to players and managers over the same period (2009‑10 to 2017‑18).
  • 5 counts of violating European‑level financial regulations (notably UEFA Financial Fair Play Regulations) between 2013‑14 and 2017‑18.
  • 7 counts of breaching the Premier League’s own profitability and sustainability rules (PSR) between 2015‑16 and 2017‑18.
  • 35 counts for failing to cooperate with the Premier League’s investigation during a period stretching from December 2018 to February 2023.

In total, the charges accuse City of systematic and long-term falsification, misreporting and non‑compliance; they allegedly used artificial sponsorship deals, mis-stated revenue, or failing to report actual payments, including remuneration to players and staff. Some of the accusations stem from leaked internal documents first made public in 2018. 

When was the case heard?

The hearing started on 16 September 2024 and concluded in December 2024, after roughly ten weeks. As of late 2025, a verdict has still not been released, with key decision-makers reportedly bracing themselves for an imminent announcement (Chip off the Old Loc included).

What could happen if City are found guilty?

Because there is no direct precedent for such a large number of charges against a top‑flight club, the potential penalties are wide-ranging:

  • A significant points deduction — this is widely viewed as the most probable outcome if wrongdoing is found.
  • A substantial fine.
  • A transfer ban might also be imposed, limiting their ability to sign players in future windows.
  • Expulsion or relegation from the Premier League (or demotion to a lower division).
  • Stripping of titles or trophies won during the period of alleged breach.
  • Potential legal claims for damages from rival clubs, by claiming that City gained unfair sporting and financial advantage, and as result some other clubs might demand compensation for losses.
